I was starting to look forwards to city of villains.

So of course, it has to be linked with a massive nerf that utterly annihilates various powers and makes them useless. Last time, it was defenses and controls. Now its... well, everything.

Basically, SOs are going to provide the same maximum bonus as DOs would, then do nothing unless you mix up the types, which for most powers is... well... 'sub-optimal'. Now, combine it with losing an endred and recred in every power, for hasten not being perma and stamina being 60% as effective.

Hasten: Up 66% of the time now (GAAAAH! GAAAAAAAAAAH! FUCK FUCK FUCK I *suffer* until level 22+ from having non-perma hasten! It's SOOOO FUCKING NOT FUN to have your powers CHANGE recharge speeds constantly, because it feels like you're broken!). The many many things with ludicrously long recharge times which relied on hasten being up all the time will take 33% longer to recharge. In combat, you'll have up to a minute of downtime after a fight waiting for hasten to come back up, and get tired after two minutes and have your effectiveness cut almost in half.

Stamina: 1.67 base + 1.21 stamina -> 1.67 base + 0.8 stamina, overall reduction is 16%. Except that most builds have toggles completely using up the base regen, so it's again about a 33% reduction in the number of attacks you get off without having to run away and rest.

So, to recover *on average* you need to slot an extra rec and end in your attacks, so 1 acc 5 dam -> 1 acc 3 dam (the cap anyway) 1 end 1 rec, except that you'll have periods of too-fucking-fast when hasten is up and too-fucking-slow when it's down to suffer with.

Why the hell can't hasten just be an auto power like stamina? This wouldn't bother me nearly as much if hasten was always a stamina-like power that was enhanced to full effectiveness with recharge-rate-increase enhancers. I DO mind the nerf, but not as much as NOT BEING ABLE TO FUCKING PERMA THINGS. It was only being able to still perma things that made me okay with I5 after respecs and crap, and now I won't be able to AGAIN! And in addition MORE things are going to be un-permad! Hasten -> 66% up, AM -> 80% up... fuck.

Anyway, after all that you'll be doing 75% of the damage (or hold duration, or healing, or what-the-fuck-ever) you're used to and saving no slots to improve yourself in other ways. This means fire blasters can't alpha-strike minions (they needed build up + 5-slotted damage in multiple powers), so soloing with them is impractical (I5 nerfed the defenses available to them to almost literally nothing -- 17.5% -> 4.5% for mine in particular); heroic missions have very small spawns and might still be manageable.

This means that technically, it's not as bad of a nerf as I5, which cut effectiveness for tankers and controllers by 75% or more -- it's only a 25% nerf this time. But the Quality of Life hit is going to be much worse -- I alternate DO characters with SO characters and DOs just aren't anywhere near as much fun.

EDIT: Positron announced a 13.33% reduction in endurance costs across the board. This should effectively make up the loss to stamina (because it'll affect the toggles too). Now, if they could just make Hasten a 0.33/sec toggle with half the effect of the current Hasten, I'd be satisfied -- it'd require 3 slots to get the same end drain as 3-slotting the click, and have the same overall effectiveness, but it wouldn't bounce off and on and lead to unexpected quite-literally-dead times.

There's no fucking way I'm buying city of villains now, that's for sure. I feel sorry for all the idiots that pre-ordered it.
