Apparently, the site that keeps trying to infect my home machine is Sinfest. Apparently, my virus scanner can stop that particular infection, at least. And apparently, part of how it does that is by having its own secret firewall, which (among many others) blocks port 6667.
Which is why I hadn't been able to connect to IRC ever on my laptop. The server must have been down for real or something when I tried my desktop as a control, because it doesn't have the same (or in fact, any) virus scanner on it.
But knowing that, I was able to connect to 6668 and log on to #seattlefurs, finally. Joy! That makes *four* places to log on to for chat, all of which will idle-toad me after 30 days. }:P
